[Affecting Live & 1.8] Underwater snow

Summary: When it's snowing in a snow biome and you go underwater, it keeps on snowing underwater. This looks buggy and unintentional. 

Impact: This doesn't impact our business but is not intended behavior and shouldn't happen to my opinion.

Repro Steps:

1. Create a new world and go into creative mode.
2. Find a snow biome with access to water
3. do /weather rain
4. When it starts snowing, go underwater

Observed Results: It snows under the water surface.

Expected Results: Snow doesn't break through the water surface.
