[1.8] Assert fail: Chunk wasn't loaded

The Assert appeared multiple times. It didn't happen every time we loaded an arena. It tended to happen to the host when they were playing the role of Mob Master who gets teleported to the arena a few ticks prior to the rest of the players.

Impact: Doesn't break the map when asserts are off. But it does give us an error. It does not do a hard crash. It seems like there is an issue with how the game is loading the chunk as the player is teleported.

Repro Steps:
1.Load up Last Stand from the Marketplace.
2.Have 1 person take on the role of mob master, and another as Gladiator.
3.Start a match
4.When it says loading village arena you will likely get the above assert. (It didn't happen everytime, but it did often.)

Observed Results: Assert appeared
Expected Results: No Assert
Regression Build: Unsure. We had a similar assert to this back when we were developing this map in pre-1.6.
