[Affecting Live] Evokers spells aren't doing anything in Mutant Battle Arena

Summary:

The Evokers spells are not actually summoning anything in Mutant Battle Arena. His arms swing in the air but nothing happens.

Impact:

The Evoker is the final boss of the rush mode in Mutant Battle Arena (my 2nd most popular map). The impact is the equivalent of getting to Bowser at the end of Mario bros and him just standing there and you walking past him.

Repro Steps:

1. Download the attached world. I have included all the Evoker and relevant files for his attacks.
2. Summon an evoker
3. make sure you're in adventure or some other mode where he will target you.

Observed Results:

He will put his arms in the air like he just don't care. But he wont actually do any attacks, nothing will be spawned..

Expected Results:

He should have multiple forms of attack from waves of evocation fangs, summoning explosive pigs and circles of fireballs.

This did not occur in 1.7.0.9 or 1.6.1 Win10

Notes:

I suspect it has something to do with the other behaviors, with all but the evoker removed he works, so it might be something to do with either the pig, fireball or the other one.
