Repeat Command blocks do not restart

Repeat commandblock will not restart once the chunk is loaded again. For example leaving the area via teleport far away and then being teleported back. This also includes existing the game and opening it again.

Repro Steps:
1. Unload the chunk then return.

Observed Results:
Command block stops working.

Expected Results:
The command block should restart as normal.
