MCM-393[Affecting Live Content] Subtitles not showing up when played during other titles

Summary:
When playing subtitles and titles while other titles/subtitles are on screen, the subtitles don't play. in 1.6 and earlier, titles and subtitles would always play and simply override currently displayed titles and subtitles.
Impact:
Titles and subtitles are often used as ways to convey information to the player. In many situations, a player might force a title to display earlier than intended which requires them to be displayed on screen earlier than normal. In addition, existing content on the store, used this timing and functionality and now many subtitles are not displayed as a result of this.
Repro Steps:
- Load up the attached test world
- press the first button
Observed Results:
See that the title and subtitle show up. However, when it gets to the second title/subtitle, only the title shows up and the subtitle doesn't. This happens on all subsequent subtitles. If you start past the first one, you'll see it work correctly which shows that the commands are written correctly.
Expected Results:
When the title/subtitle commands are run, they should always overnight any titles and subtitles currently on screen.
