Pressure Plates + Buttons aren't data driven independently

Summary:
Buttons and pressure plate sounds not being data-driven was fixed in https://bugs.mojang.com/projects/MCM/issues/MCM-195

This fix works, but the new problem is that if I change the sound of a pressure plate, it will also change the sound of button presses (using the same block type).

Impact:
Cannot change only the sound of pressure plates without affecting the buttons of the same block type. For example, if I change the stone pressure plate sound to a duck quack, this will also change the stone button sound to a duck quack.

Repro Steps:

  1. Open the default vanilla sounds.json
  2. Try to attach a different sound to both stone pressure plates and stone buttons

Observed Results:

You can't

Expected Results:

There would be different json entries for both the power on/off states for buttons and pressure plates independently.
