nearest_attackable_target in a component group oscillates.

Summary: When using nearest_attackable_target in a behavior, the entity oscillates between having and not having a target about once per second.
Impact: This could cause issues for almost every map on the marketplace which relies on targeting entities in a behavior pack.
Repro steps:
- Create a new creative world with the attached behavior file.
- Summon an enderman
- Turn on 'Render bounding box' in the debug settings.
- Switch to survival mode.
Observed results: The height of the enderman's hitbox oscillates. When the hitbox is tall it has a target, and when the hitbox is short it does not have a target.
Expected results: The height of the enderman's hitbox stays constantant (and tall) until the player switches into creative mode, upon which it drops down again.
