GUI Scale options no longer offer small enough settings

Summary:

In versions prior to Release Candidates for 1.4, the GUI Scale in Video Settings had three options: Maximum, Medium, and Minimum. In RCs for 1.4 and higher, there are only two options: 0, and -1.

 

Impact:
Users on larger screens lose the ability to see as much of the UI on the screen as they would like to.

Repro Steps:

1. Look at the options in either version specified.

Observed Results:
We have lost the ability to have a nicely sized UI on bigger monitors.

Expected Results:
We should have the ability to drop the UI size to minimum or the equivalent again.
