Movement.sway no longer allowing mob to walk

Summary:
(Note: There is a very good chance this is something that has changed on the behavior pack code end and is something I can fix. I just can't diagnose how to. It used to work, and it shouldn't, so it's likely a bug anyways.)
In Elf Patrol by Noxcrew, the final boss (Rogue) is a re-worked zombie. In the initial release of this map, this zombie (once dropped out of the helicopter) would alternate between pursuing the player while swaying, and pausing to shoot arrows at the player. In the version listed above (and a couple versions prior, we only just caught it), the zombie no longer pursues the player. When he is supposed to be pursuing the player, he instead sways from side to side in place. If I go into the behavior file and replace movement.sway with movement.basic, he will properly pursue the player, but without swaying.
In a more recent release, Monsters of the Deep, I was able to successfully make mobs move underwater with the sway movement.
Again, if this is just an alteration to Behaviors that I can implement, I'd like to know. But it seems like there isn't a reason why this should have stopped working.
Impact:
The fight at the end of Elf Patrol is now pretty lame. Rogue's only attack is the arrows.
Repro Steps:
- Open Elf Patrol and enable cheats
- Go somewhere outside the spawn room and /summon zombie
- Put yourself in gamemode 2
Observed Results:
Rogue is shuffling back and forth in place.
Expected Results:
Rogue should be pursuing you and attempting to hit you.
