Repro steps:

1. Build a pool of water
2. Attempt to place a torch in the pool of water

Observed results: Placing a torch in water is impossible
Expected Results: Torches placed in water should remove the water block.

Notes: Through nearly a decade of Minecraft's development, this behavior of torches has not changed. Players and mapmakers alike have come to expect that placing torches in water removes the water, which is why the mapmaker felt comfortable using this mechanic in his game.
