Arrows stuck in blocks remain floating in the air when the blocks are removed

Summary:
When the block an arrow is stuck in gets removed, through command blocks, the arrow remains floating in the air.

Impact:
Arrows stay floating in the air and confuse players.

Repro Steps:

1. Create a world using the Elf Patrol Template
2. Open the world
3. Press the button to start the map
4. Wait for the Tutorial to start and jump up the platforms
5. Shoot the bow and miss the button on the targets
6. Shoot the button
7. Observe the floating targets

Observed Results:
When blocks with arrows stuck in them are set to air the arrows stay floating

Expected Results:
When blocks with arrows stuck in them get set to air the arrows would fall, similar to Java.
