[BLOCKING LIVE CONTENT] Assert when upgrading Housing to +2

Verification builds: Release 853103
Summary: When upgrading housing to +2 in Infinity Plumber there is an assert and crash.

Repro Steps:
1. Open Infinity Plumber from the Marketplace (Also can watch attached video)
2. Go through tutorial sequence
3. do /xp 100L @p
4. upgrade all items to +1
5. Upgrade housing to +2

Observed Results: Assert and game crash. It will do so again if you continue to upgrade certain buildings further.

Expected Results: The game not to crash or do an assert, this was not the case in all prior builds.
