Testfor blocks activate when condition is not met.

Build: #339699 and #341726

Impact:
Plays quests before they should. Breaks map.

Repro Steps.
1. Create test for area with radius of 5 or block detector with compactor pushing out a piston with any block on it.
2. leave render distance
3. Log off game.
4. Reload game
5. Walk towards unloaded chunk
6. Command block starts even if conditions are not met and will activate piston
