[BLOCKING] Can't change running repeating command blocks to "needs redstone"

Summary: If a repeating command block is running a command, like /clear @a, you can't change it from "always active" to "needs redstone"

Repro Steps:
1. make a repeating command block "always active"
2. put /clear @a in it
3. close the interface
4. open up the command block again and try to change it from "always active" to "needs redstone"

Observed Results: while you will see the repeating command block change to "needs redstone" if you open the command block again you will see that it did in fact not change to needs redstone.

Expected Results: the command block should have changed to "needs redstone" if we changed it to "needs redstone"

Impact: being unable to use functionality like this in the game makes it very difficult to trust it as a platform. We often need to be able to change setting slike this and not being able to not only makes development significantly more difficult but also takes longer and be less good.
