[BLOCKING] Levitation doesn't work on squids.

Summary: Levitation doesn't work on squids.

Impact: Need a way to make a squid levitate, if the effect doesn't work, other solutions are super janky and bad for player experience. There is also no reason why this shouldn't work.

Repro Steps:
1) summon a squid
2) Do /effect @e[type=squid] levitation 999 10 false

Observed Results: The squid gets particles so you know the effect was successful. But the squid doesn't rise. It is the same if the squid is underwater or not.

Expected Results: The squid should rise.
