Ctrl navigation in text boxes no longer works properly

Summary:
Using the control key to navigate through chat boxes quickly was broken in an update back sometime around October, at the same time as the previous bug I entered about ctrl+a. You can no longer hold control and use the arrow keys to jump between words in text boxes.

Impact:
Due to the way text boxes work in Bedrock, you can't click in a specific spot in the middle of your text to start typing. Losing the quick jump to navigate the box has significantly slowed down development. Again, it's not blocking anything, just very inconvenient for development.

Repro Steps:
1. Open a world on a PC
2. Press t to open chat
3. Type a sentence such as "The quick brown fox jumps over the lazy dog"
4. Hold the ctrl key and use the left arrow to attempt to jump words. Notice the cursor only moves one character despite holding down ctrl

To see how this should work, type the same sentence into Notepad (++) and try the same test.

Observed Results:
Cursor moves by one character.

Expected Results:
Cursor should move to the nearest space (should function like it does in Notepad).
