Worlds generated from world templates do not save progress correctly

Summary:
Worlds generated from a world template (like from the marketplace) do not save world progress. When a player uses Save + Quit when they rejoin the world it is reset to the initially generated state.
Impact:
Players can not save progress on maps generated from a world template, the world is reset. Players may think the content is broken. Players may be upset of loss of progress
Repro Steps:
- Download a world template from the Marketplace, such as Avatar: Rites of Passage or Batman
- Generate a world from the world template
- Play for about a minute or two
- Go to the pause menu save and quit
- Load into the world again
- Observe you are back at world spawn with no visible progress.
Observed Results:
- Progress on content is lost when saving and quitting. Data loss occurs.
Expected Results:
Players are able to save & quit at any point in a world and return to that spot in the world.
No world data loss occurs
