Enable Server Auth Block Breaking on by default in dev builds. this causes the server to crash and players unable to break blocks

Impact:

just people with dev builds, a minor inconvenience to turn it off

Repro Steps:

1. Download Minecraft from Azure Dev stuff
2. make a world
3. punch tree

Observed Results:

youll get an assert and the server will crash making it not possible to break any blocks.

Expected Results:

the option should be off by default since we presumably do not have ItemStackNetManager
