[Dressing Room] [Retail] Dressing room layout fails to scroll properly on iPhone

Summary: Dressing room layout cannot be scrolled properly, cutting off featured items and preventing players from viewing them, as the scrollview immediately bounces back.

Affects currently Live Content: Yes

Impact: Players are unable to see featured items in the Dressing Room due to the inability to scroll, negatively impacting their experience and visibility of content.

Repro Steps:

1. Open Minecraft on an iPhone 14 Pro running version 1.21.51 (retail).
2. Navigate to the Dressing Room.
3. Attempt to scroll down to view the featured items.

Observed Results: The scroll view bounces back to the top as soon as touch input is released, making it impossible to scroll to or view the featured items.

Expected Results: Players should be able to smoothly scroll through the Dressing Room UI to view all available items, including featured ones.
