Texture Pack does not activate

Summary:

The texture pack `SHADERS HD` does (for some) not activate/work when activated in a world or as a global pack. Only vanilla textures are applied, not the texture pack.

However, it is not an issue for everyone or on every platform. For example, one player has reported that it works on their mobile but not on their computer (Windows 10).

Repro Steps:

We have been unable to replicate the issue ourselves, as the issue does not seem to affect everyone. Most bug reports seem to come from Windows 10 and Xbox.

Notes:

This bug did not occur when we updated the pack, but spontaneously.

Impact: Players cannot use our pack, resulting in refunds and a drop in reviews.
