Gamemode-switching commands do not work in Hardcore adventure maps

Summary: In order to comply with the "Hardcore Mode Updates and Cleanup" guidelines, we are updating our "Hardcore Island" map to utilize the vanilla hardcore feature rather than our custom implementation. This map is played with some areas in adventure mode and some areas in survival mode. Upon enabling vanilla hardcore in this world, these areas stopped working. The player remains in adventure mode the entire time, preventing completion of the map.

Impact: We are unable to comply with the Hardcore Mode requirements and update our content until this issue is resolved.

Repro Steps:

1. Contact tryashtar on slack for an in-development copy of Hardcore Island with the vanilla Hardcore flag enabled
2. Walk near the villagers

Expected Results: You should enter survival mode.
Observed Results: You remain in adventure mode.
