Summary: Unable to scroll with the scroll wheel when focused on a text field in a server form.

Impact: Users are unable to scroll down with the mouse scroll wheel while focused on a text field, forcing them to click outside the field before scrolling, which disrupts the user experience. Since the player can't tab to the next field either, this makes for a frustrating experience when entering data on modal forms.

Repro Steps:

1. Open a server form with a text field.
2. Type in the text field and keep the focus on it.
3. Attempt to scroll down using the mouse scroll wheel.

Observed Results: Scrolling with the mouse wheel is not possible while focused on the text field.

Expected Results: Users should be able to scroll with the mouse scroll wheel even when focused on a text field.
