Impact: Users cannot navigate between form fields using the standard TAB and SHIFT-TAB keys, leading to poor UX and inconsistency with other areas of the game.

Repro Steps:

1. Open a server-UI form.
2. Try to move between input fields using the TAB or SHIFT-TAB keys.
3. Use the UP/DOWN arrow keys as an alternative.

Observed Results: The TAB and SHIFT-TAB keys do not move between fields, but the UP/DOWN keys work instead.

Expected Results: Users should be able to move between form fields using the TAB and SHIFT-TAB keys, following standard UX patterns.
