Summary: Particle Lifetime Event Timeline no longer works reliably, only triggers event irregularly

Impact: This breaks visuals on already released as well as upcoming products

Repro Steps:

1. 1. Download the attached mcaddon, load it into Minecraft and add the included resource pack to a world
   2. Run the following command in chat: 

      /particle spark:rocket ~ ~ ~

Repro Rate: 3/3

Observed Results: The rocket particle only emits trail particles in three short bursts

Expected Results: The rocket particle should be constantly emitting trail particles
