Title times not affecting actionbar title

Summary: Changing the time a title is on screen for via the title command does not also apply the time change to the text you can put in the "actionbar" slot. It works as intended for the title and subtitle slots, just not the actionbar slot.

Impact: You cannot control the amount of time a title stays in the actionbar slot. This means to keep something there you would need to spam it with a clock, which is bad for performance.

Repro Steps:
1. Open a creative world
2. /title @a times 5 50000 5
3. /title @a title HELLO
4. Notice that this stays on screen for a very long time
5. /title @a actionbar GOODBYE
6. Notice that the actionbar text appears and fades very quickly

Observed Results: The actionbar text does not remain on screen for the same length of time as the title text.

Expected Results: The actionbar text should remain on screen for the same length of time as the title text.
