Custom Item Strings do not translate on Realms and dedicated servers using the /give command

Summary:
Using the /give command with custom items, does not translate the string listed in the lang file into chat if sendcommandfeedback is true

Impact:
100% replicatable in any content with custom items

Repro Steps:
1. Upload any content into a realm than includes a custom item
2. Join the Realm
3. Make sure /gamerule sendcommandfeedback is true
4. Use the /give command with that item

Observed Results:
The feedback will show the identifier and ignore the lang string

Expected Results:
The item should translate, as it does on single player
