Commands in Repeating Command Blocks not immediately firing upon world load

Summary: Commands, or entities (I can't really tell) aren't communicating with each other from repeating command blocks that are already activated when the world loads. I've sent a world demonstrating this to the Noxcrew slack channel (it's too big to upload here). In the world, immediately upon loading in you should notice three blobs of the Skeleton Horse texture fall out of the sky and through the ground. These are supposed to be TP-locked in place by any 3 of the 9 repeating command blocks you'll see in front of you if you tp to 1485 49 6 -90 40. These blocks are loaded by a ticking area. This was working as intended when the map was released in December.
Impact: Systems that need to run constantly to work will break.
Repro Steps:
1. Open piratecannons20hzbug.mcworld
2. Immediately notice the entities falling
3. Re-install the world to witness the problem again
Observed Results:The entities fall.
Expected Results: They should be TP locked in place and not fall.
