Commands in Repeating Command Blocks not immediately firing upon world load

Summary: Repeating command blocks that are active aren't immediately succeeding with commands upon world load. In the example I'm attaching, they're loaded in a ticking area. I attempted to run the test with a "say hi" command in a chain block off the end of the repeating block, and the text loaded. This suggests to me there's a good chance that it's something to do with the way the entities are loaded upon world load, but it's tough to tell what's actually happening.

Impact: Systems that require continuous activation to work will break.

Repro Steps:
1. Double click the piratecannons20hzbug.mcworld file and open it with cheats active
2. PAY ATTENTION! You should see 3 crazy ugly looking skeleton horse things fall out of the sky and through the world in front of you off the edge of the ship.
3. Re-install the world and open to see the same thing again.

>> /tp @p 1489 49 6 -90 55 will make you look at the 9 repeating command blocks that control the location of those markers that have fallen out of the sky.

Observed Results:
The marker entities (skeleton horse things) fall out of the sky.

Expected Results:
The marker entities should remain tp-locked to their position.
