[MCM-1747] Inability to Download Free Add-Ons in Marketplace

Impact:
This bug significantly hampers the player experience by preventing the download of free Add-Ons when players attempt to download any Free Add-ons. This issue has a direct effect on the accessibility of free content within the Minecraft Marketplace, impacting both our team and other partners who have reported similar experiences just now. It's critical to address this to maintain a positive user experience and ensure all players have equal access to free Marketplace content for this Major Release of Add-Ons.

NOTE:
This issue doesn't affect every player just some, most of my friends can download without issues, but Add-Ons for many also don't work and aren't able to be downloaded.

Repro Steps:

Launch Minecraft
Enter a word and access the pause menu before the marketplace updates on a Tuesday for Add-Ons.
Click the Marketplace button in the pause menu.
Attempt to download any free Add-On.

Observed Results: An error message appears, preventing the download of Free Add-Ons.

Expected Results: The Free Add-Ons should download successfully without error messages.

I had to upload the GIF to Google Drive because it was too large to upload.

Notes: This issue seems widespread, as several other teams have reported similar problems to me personally and that's why I'm submitting this error report. It appears to affect certain regions or platforms more significantly.
