5. Summary: ModalFormData scrolls to the bottom when UI is opened. Even though the scrollbar is correctly positioned. 
6. Impact: Glitchy UI, confusing for users.
7. Repro Steps:
   Step 1: Make a ModalFormData with lots of controls. Step 2. Call .show(). Step 3. Observe that the scrollbar shows you are at the top of the UI, but in fact, the player is viewing the bottom of the form by default.
8. Observed Results: The scrollbar shows that you're at the top of the form, but you are actually at the bottom of the form by default.
9. Expected Results: The form should be at the top by default, and the scrollbar should also reflect this.
