[MCM-1708] Several effects are not working in maps

Summary:

Effects not working.

Impact:

Important functions in the map are severely reduced. Teleporting, mining fatigue.

Repro Steps:

Create Infinity skyblock
Select gamemode adventure
Press start button
Upon teleporting to the starting area player should have effect mining fatigue

Observed Results:
Infinity skyblock - There is no mining fatigue.

Robot battle arena and Barnyard battle arena - The teleport tubes should have levitate effects.

Expected Results:
Infinity skyblock - Nothing should be breakable in the starting area until you’re teleported to your first skyblock.
Robot & Barnyard Battle Arena - teleport tubes - Levitate should rise you to the tube where the teleport activates in Barnyard & Robot battle arena. If player is unaware of the teleport function they will not be able to move around the map. They would need to jump up in the exact position needed to teleport as the levitate rises them to the correct spot.
