Custom Entity Mob Spawners are not disabled with 1 torch

Impact: Any map that uses default Minecraft spawners to spawn custom entities will not behave like a default Minecraft spawner.

Repro Steps:
1. Download "Moss Block Challenge" from the Marketplace store
2. Start the map and progress through the tutorial.
3. Take Bonemeal from the Mossman and place it on the block at 566 216 512 to "pollinate the flower" (within the map, mobs are not spawned until this tutorial is complete)
4. Navigate to the spawner at 509 235 447 and place a Torch on top of it to stop the custom mobs from spawning.

Observed Results: Custom Mobs continue to spawn from the spawner.

Expected Results: Custom mobs should stop spawning from the spawner, similar to default Minecraft Spawners
