There is an issue that only occurs on a piece of unreleased content on the Preview version of 1.20.0.23 and not on the Release version of 1.20.0.23

Summary:
There is an issue that only occurs on a piece of unreleased content on the Preview version of 1.20.0.23 and not on the Release version of 1.20.0.23 When our QA team tested the map on the release build the custom blocks all function as intended but when our testers 
started their test on the same build but on the Microsoft stores Preview build, the custom blocks do not appear at all. Several testers attempted to test and found the same issue occurring over and over again. 
 
Impact:
The map does not play as expected and the player is unable to play the game as intended.
 
Repro Steps:
  # Start up a fresh copy of the provided map sent to Greg Walls on a Release version of 1.20.0.23 the maps custom blocks will load correctly.

1. Install a retail copy of 1.20.0.23 and notice that the packs are not loaded and the world looks different.

 
Verification builds:
Preview version of 1.20.0.23
 
Regression Builds:
Release version of 1.20.0.23
 
Observed Results:
The maps custom blocks did not load in correctly and the map was unplayable.
 
Expected Results:
The maps custom blocks to load in correctly so the testers can test the map like the QA team did
