World changes aren't saved properly, original seed generation is created first
Summary:
After converting a world from java to bedrock, the original seed is present and you can watch in real time the block changes paste over the original seed. This happens every time you load a world.

Impact:
This is affecting every project I have seen. Causing structures made to not appear until after the player has been present at the location for some time. The worst offender is teleporting a player to a location where blocks have been placed. They fall to their death because the blocks have not generated yet. After they die, the blocks generate.
Repro Steps:
1. Convert a java world to a bedrock world using Chunker
2. Fly around
3. The original seed is present, then you will notice the changes that were made in the custom block placement start to appear
Observed Results:
Original seed is present. Block changes are not loaded on entry.
Expected Results:
Should be able to see the world as it was changed.
