execute rotated ~ doesn't function on realms

Verification Build: 1.19.80.24 Can't check in 1.20 because realms isn't that version

Summary: execute rotated ~ doesn't function on realms

Impact: Commands not working correctly on realms means any map could malfunction on realms and this is bad.

Repro Steps:

start a realm

do the command: execute as @s at @s rotated ~ ~ run say hi{}

Repro Rate: 10/10

Observed Results: You get a syntax error even though the auto complete allows it to be completed.

Expected Results: The command should work as it does in single player.

Regression Builds: Since it's a realms issue am unable to check the regression, but I'm guessing it's never worked since we got rotated execute.

Notes: I am connecting to realms using 1.19.80.24 which seems weird on it's own since realms should still be 1.19.70.
