Public facing changelog is not visible when viewing a release when it's been accepted and not when it hasn't.
 
Impact: 
Requires storing the information elsewhere which increases the complexity of the workflow. And is just super annoying.
 
Repro Steps: 

1.  Open Auger
2. Click on a thing you have released

 
Observed Results:
There is no public facing changelog
 
Expected Results:
the public facing changelog should be visible below the normal changelog if it's accepted as a valid public changelog.
