updating format version on items to latest causes errors even if no holiday toggle components are used

Impact:

forces me to stick with older format versions making it impossible for me to update maps to latest format versions if that was something i had to do for mystery reasons.

Repro Steps:

1. make an item using the current version of minecraft
2. change format_version to 1.19.60
3. load it

Observed Results:

it yells at you to turn on holiday toggle even though you didnt use any new components

Expected Results:

it shouldnt yell at me if im not using holiday components
