[BLOCKING] Arrows stop after being shot

Verification builds: 1.2.11-r/0h3 Release

Summary:
Shortly after firing an arrow (less than half a second), the arrow will freeze in midair as if it just hit an invisible block.

Impact:
Bows are useless.

Repro Steps:
1. Make a new world.
2. Give yourself a bow and arrow.
3. Fire bow.

Observed Results:
Arrows stop shortly after being fired depending on your shot strength.
