Summon command no longer spawns using execution rotation

Summary:
The summon command no longer spawns the entity with the execution rotation.

Ever since the introduction of the new execute command, the summon command was changed to summon the entity with the same rotation as the command running it. For example, doing `execute rotated 90 0 run summon pig` would summon a pig facing West instead of South.

In 1.19.60.22 this was reverted back to how it used to be for seemingly no reason, always spawning with 0 rotation. It was even listed in the changelog as if it were a bug:

  • Summon command no longer causes some entities to be spawned in at an angle

Impact:
This was intuitive behavior, that we started using heavily in upcoming licensed IP content that's really close to release. We don't have time to redo all the angled summon commands, and we shouldn't have to, as it was using a feature the way it was clearly intended.

Repro Steps:

  1. Open a world with cheats on.
  2. Run this command a couple times, each facing a different direction:
execute rotated as @s run summon armor_stand

Observed Results:

All the armor stands are spawned facing South.

Expected Results:

Each armor stand is spawned facing the direction you were facing when you ran the command.

Regression Build:

Last worked in 1.19.70.21, broke in 1.19.70.22
