Summary:

Items using can_place and can_break no longer work on their respective block variants

Impact:

This breaks Jig's Guide Redstone Basics, a multi-million downloaded map and possibly many others.

Repro Steps:

1. Download Jig's Guide: Redstone Basics
2. Teleport to -1101 56 671 and open the chest
3. Take the redstone dust out
4. Try to place the redstone dust on the red wool.

Observed Results:

The redstone dust cannot be placed on the red wool and so the player cannot progress.

Expected Results:

The redstone dust should be able to be placed on the red wool.

Notes:

Even though hovering over the item it says "White Wool" it is not possible for me to change it to red wool before the update comes out and obviously it also breaks backward compatibility. The component "can_place_on" specifies what base block it can be placed on. Before 1.19.70 we could not specify which color of wool. In addition, while it is currently set to wildcard base game, even if I load it locally and set the base game to the current release of 1.19.50, I still cannot place the redstone dust.

Moreover, I cannot update the map because I need 1.19.70 in order to give myself items that can be placed on red wool. So there is no transition period where i can update the map in time to get on the store before people download a broken map.
