[Blocking] Ocelots sometimes spawn in groups

Summary: Ocelots sometimes spawn with babies without a way to disable this automatic behaviour. We were intending on using the Ocelot entity to utilise 'variants' to provide different textures for different entity states.
Impact: Multiple entities spawn without a way to disable this behaviour.
Repro Steps:
- Spawn an ocelot
- Repeat, until you notice multiple entities spawn
Observed Results: Multiple ocelots sometimes spawn.
Expected Results: There should be a behaviour in the JSON to control/disable this.
