Summary:

Entities with the delayed_attack behavior component will fail to attack when they are standing on lower slabs.

Impact:

Causes mob behavior to fail in some locations, which may break games. Also affects vanilla gameplay (Ravager). Allows players to cheat and be invulnerable through fighting the mobs on slabs.

Repro Steps:

1. Build an area of lower slabs
2. Summon a ravager (or a custom mob with delayed attack component)
3. Enter survival mode

Observed Results:

The ravager will attempt to attack, but not hurt the player.

Expected Results:

The ravager should be able to hurt the player like on regular ground.
