Crashing when loading chunks in imported map

Build: #332621 and 339699

Impact:
Has broken our map every time someone reaches stage 4 onward. We won't be able to launch with this bug

Repro Steps.
1. Fly/walk around a converted Java map to Pocket

Observed Results:
Crashing when flying around/loading chunks very rarely.
