Attempt to create world from Marketplace template results in Vanilla world

Summary:

Creating a world from a Marketplace Template creates a Vanilla world.

Impact:

Player experiences 'buggy content', possibly impacting reviews and revenue.

 
Repro Steps:

1. Claim Spellcraft using the Free entitlement and close Minecraft entirely
2. Open Minecraft Launcher on Windows 11
3. Open Minecraft 1.19.11
4. Wait for loading.
5. Click Marketplace button when menu appears. Move through the following as quickly as possible for best repro results:
6. Click Library
7. Select Spellcraft (also seen with Misfit's Little Horrors, and other titles). Make sure you've claimed it prior to this game session.
8. Download
9. Create
10. Create
11. Create <--- here's where the problem is evident, the game shows a second default create world interface
12. When the world is available it's a Vanilla Survival world, not the expected product template

Expected:

The chosen Marketplace world is created.

Observed:

A Vanilla survival world with none of the Behavior pack/Resource pack from the template is loaded. Please also note there appears to be an intermittent timing problem with BP/RP not loading even though the world comes up.

Regression Builds:

Seems to have been an intermittent problem for a few years. I suspect a race condition.

Notes:

Intermittent, but reasonably reproducible on a fresh start of Minecraft on desktop Windows 10/11.
