Cannot view test persona pieces in dressing room

Verification builds:

Windows 10 release builds 1.18.30.04, 1.18.32.02, 1.19.0.30, 1.19.0.32, 1.19.0.34, 1.19.2.02, 1.19.11

Summary:

Test persona pieces do not appear in the dressing room despite using development build with correct settings.

Impact:

Cannot test persona pieces in latest versions, and reverting to an old version to do so is cumbersome.

Repro Steps:

1. In Blockbench, create a persona item
2. File > Export > Export Persona Test Build
3. In Minecraft, enable Settings > Debug > "Enable Persona Testing Resource Pack"
4. Restart Minecraft
5. Go to the Dressing Room
6. Click "Edit Character"
7. Select category of exported test piece

Observed Results:

The test piece does not appear in results.

Expected Results:

The test piece would appear and be able to be equipped.
