Summary: Chests are missing items in them

Impact: Chests are one of the only way we can give player items. If ANY of the items go missing or are deleted it can have drastically negative impact on the player experience ranging from sadness and frustration to being unable to play the map at all.

Repro Steps:

1. Start Extreme Snowman Speed Battle from the marketplace
2. Teleport to 157 3 22
3. Open the chest

Expected Results: Inside the chest should be a number of shovels

Observed Results: The chest is incomplete, the shovels are missing

Notes: There is no way to know how broad the impact of chests missing items is. While the impact of Extreme Snowman Speed Battle is relativly low because it is not a popular map, the effects could be extremely far reaching and impact all maps. For all I know, might just be a shovel issue, but it could be far worse.

This happened before and was solved back in MCM-1141
