Summary:

Can't download content from the marketplace

Impact:

When things aren't downloaded when purchased, it creates a terrible player experience where they will be reluctant to ever come back. This is an issue that has been ongoing, and still is in 1.19+

Repro Steps:

open the marketplace

go to a piece of content you already own

try to download it

Observed Results:

the download bar sometimes open, but the bar doesn't progress.

SOMETIMES when you close and open the game the download resumes, but sometimes as shown in this video it doesn't.

Expected Results:

the stuff the player purchased should be able to be downloaded

in this video, i had selected papercraft 2 earlier to download and restarted the client. this video shows that even with a restart this did not resolve the issue for that one and the game still prevented a new one from starting

Regression Builds: 1.18.30... like, it was broken with other issues then, this looks like a new one.
