Powered Impulse command blocks trigger again on world reload.

Impact:

Command blocks triggering randomly after already being triggered has the potential to break any map with command blocks on world reload. Basically any map that has command blocks can break. that's like, all of them.

Repro Steps:

Place a command block

put a command in it

power it with redstone block

close world

open world

Observed Results:

when you open the world, the command block will have triggered again, silly command block.

Expected Results:

it should trigger when powered, not again every time the world is reloaded unless the command block stops getting power
