Spawn Rates reduced or modified significantly in 1.18.30

Summary:

We've tested and is appears that on upcoming versions of minecraft, custom entity spawns have been seemingly reduced for the monster population control in 1.18.30.28 and possibly in other 1.18.30 builds. Testers have noted an extremely low amount of the creatures we intend to spawn in compared to 1.18.12 which has much higher quantity.

 

The expected behaviors were that of no real difference in spawn rates compared to previous previous versions, yet this still seemingly occurs.

 

We saw none of this odd behavior on the following Minecraft versions.

  • Minecraft Version: 1.18.12 and below

 

If this affects general spawn rates in any significant way, it could affect various of our maps, including the Animals map, Dinosaurs maps, and several upcoming maps which depend on spawn_rules in order to get a more natural spawning experience, as well as many other maps that may use these features as well.

 

Impact:

This heavily impacts balancing, tension and game design intentions for several maps, especially an upcoming one which depends on being able to fight many naturally spawning monsters at once, and with extremely infrequent appearances can heavily dampen the excitement of the map.

It also has an impact on multiple upcoming releases and several past ones as well that use  it.

This can have negative effects on user experience, making products meant to be exciting far less so due to this issue.

 

Repro Steps:

To reproduce this bug simply follow the steps in the provided map that will be provided in Slack. But you should be able to reproduce this with custom spawn_rules in the different versions.

  1. Load the provided map
  2. Fly around and wait for a little bit in the area/different areas to wait for mobs to spawn
  3. Several custom mobs and standard vanilla mobs should start spawning in fairly quickly if using 1.18.12
  4. It should take a substantial period of time if using 1.18.30 for any custom mobs to appear

Observed Results:

 Within 1.18.30 it can take upwards of 3 minutes for a group of custom mobs to appear, meanwhile within 1.18.12 it's far faster, taking only about 10 seconds or less.

Expected Results:

 The player should have the exact same spawn rates regardless of version, taking about 10 seconds or less.
