Gamerules being reset on marketplace world creation

When downloading and creating a map from the marketplace, the game rules get reset to default

Impact:
Impact ranges from completely destroying the way a map functions to merely being an annoyance depending on how the map relies on the game rules.

Repro steps:
1. open minecraft fresh
2. go to store page
3. download a world
4. look at the game rules.

Observed behavior:
rules will differ to what was ingested, and what is on retail 1.2.3 version.

Expected behavior:
rules should be the same as what was ingested.
